Speaker Biography

Jon Ford, a 23 year law enforcement veteran, is a Supervisory Special Agent for the Federal Bureau of Investigation's Cyber Program in the San Antonio Field Office. In this role, Jon is responsible for criminal computer intrusion and national security investigations. He also conceived, developed, and led the implementation of the Cyber Division’s computer intrusion threat analysis program. Previously, he was the Acting Unit Chief for the Special Technologies Division where he led the Director’s data aggregation effort and developed data visualization software for the Bureau. Prior to that role, Jon spent ten years as Special Agent in the Springfield Field Office where he was primarily responsible for criminal and innocent images investigations. Jon has a Master of Criminal Justice degree from Boston University and a Bachelor of Liberal Studies degree from St. Edward’s University in Austin, Texas.

Speaker Biography

Dr. Shannon Tufts designed and implemented the first local government Certified Government Chief Information Officers (CGCIO™) program in the nation and continues to run CGCIO™ programs for local government, state agency, K-12, and community college IT professionals across the United States. The various CGCIO™ programs have graduated over 650 IT professionals across the country. Tufts has taught numerous courses on public sector information systems across the US, including IT investment strategies, embracing technology, project management, and stakeholder engagement in technology-enabled government. She also teaches as a core faculty member in the UNC Master’s of Public Administration program. She serves on several federal, state, and local government committees to promote the effective use of technology in the public sector. Her publications in the area of e-government and public sector information technology include Humanizing IT: Advice from the Experts with G. David Garson, numerous book chapters, and peer reviewed articles in leading academic journals. Tufts holds a BA from UNC-Chapel Hill, an MPA from UNC-Charlotte, and a PhD in public administration with a concentration in public sector information systems from North Carolina State University.

Erin Hutchins is the Director of Portal Operations for Texas.gov, the award-winning official website of the State of Texas. She manages the ongoing operations of the portal including outreach, marketing, program management, and application development. Over her 15 year career in eGovernment, Ms. Hutchins has also worked for three other enterprise eGovernment organizations " Virginia.gov, Alabama.gov, and Maine.gov " in positions including Project Manager, Director of Operations, and General Manager.

Speaker Bio

Stephen Legler is a 14 year veteran with Microsoft Corporation. He is currently the Devices Solutions Specialist with emphasis on tablet and phone solutions for State & Local Government.
Stephen’s previous roles at Microsoft have included Enterprise Sales for Healthcare and Manufacturing, Partner Manager for Microsoft’s largest partner network in Midwest, and as a Microsoft Consultant with emphasis on client deployment, management, and security.

Stephen was born in Louisville, Kentucky but has been in Michigan for the last 13 years. He and his wife of 14 years, Misty, have two 16 year-old boys that were adopted from Uralsk, Kazakhstan in 2004 (at age 6) and have an adopted daughter.
