TAGITM Members Earn Annual Statewide Technology Awards

The Texas Association of Governmental Information Technology Managers, TAGITM, is an information system's professional organization that provides a forum for generating ideas, sharing problems, and developing solutions. The association's main objective is to enable cities, counties, schools and appraisal districts within Texas to realize the full potential of automation benefits. The association currently has over 200 cities, counties, appraisal districts and school districts as part of their membership program.

During the annual conference in April 2014, the association selected Gary McFarland with the City of West University Place to receive the 2014 President's Award.

Smith County, Collin County and Dallas County were selected to receive the "TAGITM Excellence Award” for their projects which are described below.

 Smith County 
"eBonds - Smith County Electronic Bonding Program"

In 2013, Smith County began the process of major renovations to our jail prompting the County to consider options for managing our inmate population. The bond process for defendants historically has been handled in person by bondsman completing paperwork in our Jail facility. During construction, the Sheriff's Office was faced with a challenge of eliminating outside visits to the Jail facility.  Smith County Information Technology developed a unique and innovative Web Enabled Electronic Bonding Solution that has revolutionized our process of managing bonds eliminating the need for physical paperwork and providing a secure method to create and track bonds.  We have successfully processed over 8,600 electronic bonds to date with an estimated internal savings of over $100,000.

 Collin County

"Elections Line Wait Mobile Applications - GIS, Sharepoint & QR Code Integration"

Collin County IT collaborated with our Elections Office to provide a solution to address long line waits during popular elections.  The Elections Office needed an answer to alleviate long voter line waits without giving the impression that voters were being sent away from a polling site.  The IT staff learned that it is a violation of voter laws to send people from a polling location - even if it is to help out the voter.  How do you inform voters that they can vote at another location with a shorter line without explicitly telling them?  The solution - strategically placed QR Codes that show the closest polling location and the approximate line wait time on the voter’s mobile device.  The voter can then chose for themselves to leave their place in a long line to seek out shorter one.

Dallas County

"Prison Rape Elimination Act for Juvenile and Adults"

The Prison Rape Elimination Act Juvenile and Adult Project were implemented to ensure that the Dallas County Sheriff & Juvenile departments were in adherence to the Prison Rape Elimination Act (PREA) passed by the U.S. Congress.  PREA was established as a zero-tolerance standard against sexual abuse of incarcerated persons of any age.  The act called for developing national standards to prevent incidents of sexual violence in prison. By making data on prison rape more available to the prison administrators as well as making corrections facilities more accountable for incidents pertaining to sexual violence and of prison rape, it would more than likely decrease the crime(s).  The state of Texas required all law enforcement agencies to be in compliance by September 1, 2013. Therefore, the Dallas County IT Services, Juvenile and  Sheriff Departments  worked together to develop the PREA Application.    Microsoft Customer Relationship Management (CRM), was selected to address the regulatory requirements that were provided to Dallas County IT, by the stakeholder.  IT Serices was able to design, develop and then deploy the CRM application to address all of the needs, from tracking case incidents, to detailed reporting needs that were outlined by the stakeholder.    CRM allows the departments to track the following:  PREA Cases, Perpetrators, Victims, as well as the outcome of the case.  In addition, along with the provided Reporting requirements provided by the Departments, users have the ability to do Adhoc reporting with CRM.  In addition, the Adult PREA application has been integrated with the Dallas County Jail Adult Information System (AIS).  This integration provides the Sheriffs department with additional functionality, including: tracking initial information on inmates, and extracting jail incidents from AIS to allow the PREA Coordinator to review cases identify potential "sexual incidents”.
