Position Objectives

This position is responsible for managing the activities of citywide information management systems; a local area computer network; internet systems; and telephone, voice, video, and data telecommunications systems. 

 

 
Duties and Responsibilities
  • Develops and implements information technology strategies, plan and priorities for a comprehensive citywide information technology program.
  • Recommends long-range and short-range management information system plans and budgets to the City Manager.
  • Directs the development and implementation of policies, regulations, and programs that support the coordination and growth of progressive, efficient, and cost-effective information and telecommunication services.
  • Implements and monitors all City automation and information technology programs ensuring the effectiveness of programs and that goals, schedules, and budgets are met.
  • Oversees the management and administration of end-user training for appropriate software applications and for the use of personal computers
  • Responds to technology help desk requests and calls for assistance.
  • Defines and sets standards for new systems and/or user application requirements.
  • Reviews and advises on purchases of all hardware, software and automation-related services
  • Develops, implements, and maintains security  standards for all systems
  • Designs, implements and tests disaster recovery plans and procedures.
  • Develops and maintains  relationships with vendors.
  • Responds to after-hours emergencies.
  • Performs other related duties as assigned. 
 
Minimum Requirements
  • Working knowledge of Microsoft Operating Systems such as Windows XP Professional, Windows Server 2003, Microsoft Exchange 2003, Microsoft Office products, and must be able to learn city specific software
  • Skill in the troubleshooting and repair of computerized systems
  • Ability to exercise good judgment in structuring and organizing work and setting priorities, balancing the interests of users and readily readjusting priorities to respond to customer demands
  • Knowledge of installation, maintenance, and repair of information technology hardware, software, and peripherals
  • Fundamental knowledge of computer networking including wireless, wired, and the protocol TCP / IP as well as Internet security protocols and procedures
  • Knowledge of municipal government organization and practices
  • Effectively communicate, both orally and in writing, to citizens, the City Council and employees
 
Desirable Training and Experience

·  Knowledge and level of compentency commonly associated with the completion of a bachelor's degree in Information Systems or related field of study

·    Sufficient experience to understand the basic principles relevant to the major duties  of the position, ususally assiciated with the completion of an apprenticeship / internship or having had a similar position 

  • 5 years or more of progressively increasing levels of managment responsibility and experience in information managment systems a plus

    ·     MCSE Certification, preferred

    ·     A+, MCP,  and/or MCDA, preferred

    ·     Valid Texas Driver's license required

    Job Description

    Job Summary: - Systems Administrator Brochure

    The System Administrator is responsible for all aspects of systems administration for the City, including servers, applications, and databases.  This includes implementation, configuration, coordination, control, maintenance, troubleshooting, and security within the City.

    Principle Duties and Responsibilities:

    1. Provide second tier computer support for all City Departments.
    2. Research, recommend, implement and maintain hardware and software.
    3. Install, maintain, configure, and support the City’s core networking equipment and software.
    4. Install, maintain, configure, and support the City’s server architecture.
    5. Assist with the management of all Active Directory account add/change/deletes.
    6. Assist with the management and maintenance of file security.
    7. Provide technical support for major departmental software applications.
    8. Coordinate implementation of major departmental software application upgrades and installations.
    9. Maintain and administer email anti-virus applications.
    10. Provide Microsoft SQL server support.
    11. Other duties as assigned.
    Required Knowledge, Skills and Abilities:
    • Knowledge of multiple software applications and operating systems including, but not limited to Cisco Network hardware, Cisco network operating systems, Microsoft Operating Systems (2000, XP, Vista/Server 2003), Microsoft Networking, Microsoft Active Directory, Microsoft Exchange.
    • Experience installing and maintaining blade systems, SAN/iSCSI/NAS solutions, and/or virtualized environments a plus.
    • Appropriate certification may be awarded upon satisfactory completion of advanced study or training.
    • Ability to maintain regular and predictable attendance.

    Machines, Tools, Equipment and Work Aids: 

    • Computer and related software, toolkit, hand tools, computer testing equipment.

    Education, Certification and Experience Required:

    • Three years demonstrated experience in systems administration work that includes installing, configuring and maintaining a Microsoft Server environment.
    • A bachelor’s degree in MIS, Computer Science, or a related field from an accredited college or university is preferred, however, a combination of education and experience may be substituted for a formal degree.
    • Microsoft Certified Systems Engineer (MCSE) or ability to obtain MCSE within one year from employment.
