Gary McFarland, City of West University Place
President

Gary McFarland is the President for TAGITM.  He is currently the IT Director for the City of West University Place.  He has over 31 years of service with experience in Public Administration and Public Safety.  He has been involved in many diverse projects involving system and application design, infrastructure architecture, G.I.S., 800Mhz radio and numerous other wired/wireless technologies.  He and his wife Cathy have been married for 29 years, have three sons and a daughter.

Belinda Mercado, City of McAllen
Secretary/Treasurer

Belinda Mercado is the current Secretary/Treasurer for TAGITM.  Belinda is the Information Technology Director for the city and has been with the City of McAllen for over 7 years.  She has a Bachelor of Business Administration degree in Data Processing & Analysis from the University of Texas at Austin and a Master of Business Administration degree from the University of Texas at Pan American.   She began her career in the private sector as a Programmer Analyst and has over 24 years of experience.  Belinda has been married for 25 years and has two children.    


Rick Moore, City of Coppell
Past President

Rick Moore is the current Past President of TAGITM having served as President June 2008 - May 2009. Rick is the Director of Information Systems for the City of Coppell. He joined the city in 1997 as Information Systems Manager and was appointed director in 2001. Rick graduated from the University of North Texas with a Bachelor of Science in Information Systems. He began his professional career in public accounting and has over twenty years experience in IT working in the real estate, manufacturing and consulting industries before becoming involved in public service. He has been married for twenty years and has two children.


Carolyn Price, CMP Management, Inc.
Association Manager (ex-officio)

As Association Manager for TAGITM, Carolyn Price is responsible for management and execution of the day-to-day operations of the association, as well as coordination of the annual conference and other planned events. All direction in this role is taken from the Board of Directors for TAGITM. Carolyn is president of CMP Management, Inc. an association management and event planning firm offering services to non-profit, government and commercial clients. She has over 10-years experience managing associations and events of varying size. In addition to working with TAGITM, CMP Management supports organizations including the Texas Association of State Systems for Computing and Communications (TASSCC), Government Technology Conference in Austin, and The Armed Forces Communications and Electronics Association (AFCEA) – Alamo Chapter. Carolyn currently resides in Austin, Texas, with her husband Joel and two children Jacob and Joshua.


Dustin Haisler, City of Manor
Website Committee Chair

Dustin is the current Website Committee Chair of TAGITM. He is also the Chief-Information-Officer (CIO) & Municipal Judge for the City of Manor, Texas.   Dustin led the City of Manor through an extensive 3-year network and system infrastructure rebuilding as well as numerous other projects that helped to bring Manor to the forefront of technological innovation. In 2009, Dustin was named as one of the Top 25 Doers, Dreamers & Drivers of Technology in the nation by Government Technology Magazine. Many of Dustin’s projects have received international recognition and awards for their innovative application in government operations. Dustin enjoys traveling the country speaking to federal, state and local government agencies about what Gov 2.0 and innovation can do for their agencies. He and his wife Amanda have been married for 5 years and have two sons and one child on-the-way.


Kendall Litchfield, City of Missouri City
Membership Committee Chair

Kendall Litchfield is the current Membership Committee Chair of TAGITM. He has been the I.T. Director at Missouri City since March of 2004. He brings to this position 18 years of local government experience.  He began his municipal career with Missouri City in August of 1989. He served as the Tax Collector, Purchasing Agent and oversaw some of the computer systems at city hall. In 1993, he took a position at the City of LaMarque where he served two years there as the Accounting Supervisor. In 1995, he returned to college to pursue a second degree. After he graduated in 1996, he returned to Missouri City as the Accounting Supervisor. In November of 1998, he transferred to the I.T. Department. Kendall received his Bachelor of Business Administration in Finance in 1989 from East Texas State University, a Welding Technology Certificate from San Jacinto College in 1994, and a Bachelor of Science in Construction Engineering Technology from Texas A&M – Commerce in 1996.  He has been married for 12 years to his wife Cathey and they live in Rosenberg, Texas.


James Loggins, City of Coppell
Education Committee Chair

James Loggins is the current Education Chair for TAGITM.  James is the Manager of Information Systems for the City of Coppell. He graduated from the University of Texas at Arlington with a Bachelor of Science degree in Mathematics. Prior to joining the City of Coppell, James spent 12 years with Microsoft, and several years with Verizon. Additionally, James has a military background as a U.S. Army helicopter pilot as well as holding several civilian flight ratings and licenses. He has been married for 20 years and has 2 dogs.


Gus Roman, City of Bryan
Vendor Relations Committee Chair

Gus Roman is the current Vendor Relations/Committee Chair for TAGITM.  Gus has been the Director of Information Technology for the City of Bryan for almost 5 years and has over 15 years of Municipal government experience as a Staff Planner, Policy Analyst, GIS Coordinator and IT Director.  He is very active in the local community serving on the Board of Directors for The Brazos Valley Food Bank, The Brazos Valley Children’s Museum, and as a Loaned Executive for the United Way of the Brazos Valley as well as volunteering his time to other local non-profits. He hosts numerous weekly Spanish radio spots for the City of Bryan on the local Spanish language radio stations. He has a Bachelor of Science as well as a Masters of Agriculture degree from Texas A&M University and is currently pursuing his Doctorate of Business Administration in Public Administration.  He has been married for 19 years and has three children.   


Lanette Saetre, Collin County
Conference Committe Chair

As Conference Committee Chair for TAGITM, Lanette is responsible for conference coordination and volunteers to support conference logistics for events.  Lanette Saetre currently serves as the Assistant Director of Information Technology for Collin County.  She joined the public sector after serving nineteen years throughout multiple IT positions in the private industry.  Lanette has held several certifications throughout her career including: ASE, CCNA, MCSE+I, Change Management ADKAR to name a few, and received her ITIL foundation certification in 2002 and version 3 in 2009.  Lanette has aligned several IT departments to transform to the ITIL model increasing IT efficiencies.  Lanette holds a Bachelor of Science Degree from Eastern Washington University in Management Information Systems and Operations Management.  Lanette resides in McKinney Texas and enjoys many sports and camping with her family.
