Dale Harwell, City of Hurst
President
Dale Harwell is the current President of TAGITM. Previously, Dale served on the TAGITM Board as the Website Chair and Vice President. He has served as the Manager of Information Services for the City of Hurst for over 7 years. Dale has received a Bachelor of Business Administration degree in Finance and a Master of Business Administration degree in Information Systems from the University of Texas at Arlington. Dale and his wife Jana have been married for 23 years and they live in Arlington with their two children, Andrew and Haley.

Rick Moore, City of Coppell
Vice President
Rick Moore is the Vice President for TAGITM. Rick is the Director of Information Systems for the City of Coppell. He joined the city in 1997 as Information Systems Manager and was appointed director in 2001. Rick graduated from the University of North Texas with a Bachelor of Science in Information Systems. He began his professional career in public accounting and has over twenty years experience in IT working in the real estate, manufacturing and consulting industries before becoming involved in public service. He has been married for twenty years and has two children.

Gary McFarland, City of West University Place
Secretary/Treasurer
Gary McFarland
is the Secretary / Treasurer for TAGITM this year. He is currently the IT Manager for the City of West University Place, having recently retired from the City of Sugar Land. He has over 29 years of service with experience in public administration and public
safety. He has
been involved in many diverse projects involving system and application design,
infrastructure architecture, G.I.S.,
800Mhz radio and numerous other wired/wireless technologies.
He and his wife Cathy have been married for 26 years, have three sons and
a daughter.

Caren Skipworth, Collin County
Past President
Caren Skipworth is the Past
President of TAGITM. She currently serves as the Information Technology Director
for Collin
County and has been an
employee for 18 years. Caren worked in private industry in technology related
fields for 12 years prior to becoming an employee of Collin County. She is a 1994 graduate of
East
Texas State University with a Bachelor in Business
Administration in Information Systems. Caren is certified from the Project
Management Institute in IT Project Management Change Management in ADKAR, and
also holds the MCSE certification. She also serves as the Committee Chair for
the Conference of Urban Counties Technical CIJS Committee and the Committee
Chair of the Collin County Emergency Communication Committee.

Gary Rose, Bexar County
Membership Committee Chair
Gary L. Rose is the current Membership Committee Chair for
TAGITM. Gary is the Enterprise Data Center Manager
for Bexar County (San Antonio) with the Information Services
Department and has been with Bexar
County for over 19
years. Prior to coming to Bexar County,
Gary was in the
United States Air Force serving in job functions from Mainframe Computer
Operator, Quality Assurance Administrator, to Computer Programmer. He retired from the Air Force in 1988. Gary
holds an Associates Degree in Business Data Processing from Southern Illinois
University and Bachelor of Science in Information Systems from Wayland Baptist University. Gary and his wife Cindy have been married for
37 years and their one daughter Camala is a second grade teacher in San Antonio.

Gustavo Roman, City of Bryan
Education Committee Chair
Gus is currently the
Director of Information Technology for the City of Bryan. He has over 14
years experience in municipal government and in addition to serving on the
TAGITM Board, he also serves on the Boards of the Brazos Valley Food Bank, the
Children’s Museum of the Brazos Valley, the Brazos Valley Community Network
(BVCNET) as well as being a Loaned Executive for United Way and a HOSTS
(Help One Student to Succeed)
volunteer with Bryan ISD. He has a Bachelor of Science in Building Construction
and a Master’s of Agriculture in Land Economics and Real Estate from Texas A&M University. He has been married for to
Johanna 17+ years and has 3 wonderful sons.

Mike Pastor, Town of Trophy Club
Web Site Committee Chair
Mike Pastor is the Website Committee Chair for TAGITM this year. He is currently the Director of Information Services for the Town of Trophy Club. He has over 20 years of service with experience in public and private sectors. He has been involved in many diverse projects involving web architecture and design, system and application design, security assessment, and infrastructure architecture. He and his wife Patsy have been married for 13 years, have three sons.

Carolyn Price, CMP Management, Inc.
Executive Secretary (ex-officio)
As Executive Secretary for TAGITM, Carolyn Price is responsible for management and execution of the day-to-day operations of the association, as well as coordination of the annual conference and other planned events. All direction in this role is taken from the Board of Directors for TAGITM. Carolyn is president of CMP Management, Inc. an association management and event planning firm offering services to non-profit, government and commercial clients. She has over 10-years experience managing associations and events of varying size. In addition to working with TAGITM, CMP Management supports organizations including the Texas Association of State Systems for Computing and Communications (TASSCC), Government Technology Conference in Austin, and The Armed Forces Communications and Electronics Association (AFCEA) – Alamo Chapter. Carolyn currently resides in Austin, Texas, with her husband Joel and two children Jacob and Joshua.
