TAGITM has six standing committees. Committee Chairs are appointed by the President, subject to Executive Board approval, with the exception of the Nominations Committee, which is chaired by the Immediate Past President. If you have an interest in serving on committee, please complete this form.

Communications Committee

The Communications Committee is charged with design and management of the quality of content for the official association web site. In addition, this committee will oversee all means of communication of the association. 

Phyllis Wolfe, City of Benbrook - Committee ChairLeisha Meine, City of Irving – Committee Chair

Leisha Meine is Chief Technology Officer for the City of Irving which encompasses the leadership, management and oversight of most information technology functions. Her background and professional credentials span more than 32 years of municipal and private sector experience. Ms. Meine came to the City of Irving from the City of Odessa, Texas where she served a similar role for four years. Prior to this, she served the City of University City, MO for seventeen years in a variety of roles as a purchasing agent, city clerk, technology coordinator and finally director of technology. Prior to this, she served in the banking industry in a purchasing and contracts management role. Ms. Meine earned a Bachelor of Science in Information Technology Management from University of Phoenix and a Master of Public Administration from Walden University in Minneapolis, Minnesota. She received a Certified Government Chief Information Officer designation from the University Of North Carolina School Of Government in 2013. She is an active member in the Texas Association of Government IT Managers. She periodically serves on various committees, recently as chair for the TAGITM Communications committee.

Conference Committee

The Conference Committee is charged with overall planning of the annual conference.

Travis Cochrane - Committee Chair

Travis Cochrane joined the City of New Braunfels as Director of Information Technology in July, 2015. Prior to moving to New Braunfels, Travis served as the IT Director for Kerrville ISD and the City of Kerrville. Over the past 10 years, Travis has served on the Membership, former Website, Awards and Conference Committees.

Before to joining the leadership team in New Braunfels, there was no Director overseeing the information technology needs of the city. In the short time he’s been in New Braunfels, Travis has led a consolidation of multiple IT Divisions into a single department. He is responsible for a variety of complex managerial, professional and administrative functions overseeing all IT operations for the City including the overall strategic and operational planning, implementation and direction of the City’s information technology services including all GIS functions. Already, the newly formed IT department has completed an entire network, phone system and MDT fleet replacement as well as implemented several new software packages including Cartegraph, Granicus and RecTrac.

Travis graduated from Texas Tech with a Bachelors of Business Administration in Management and Management Information Systems. It was at school in Lubbock that he met his wife of 13 years and now have three amazing children.

Education Committee

The Education Committee is charged with the responsibility of providing all educational functions of the Association.

Erin Provazek - Committee Chair

Erin Provazek is a Texas A&M graduate and naturally decided to make College Station her permanent home. She began working for the City of College Station as a Systems Analyst in July 2000, after graduating from TAMU with her BBA in Information and Operations Management. She was promoted to Business Systems Manager in 2002 and to Assistant IT Director in 2007. She earned her MBA from Western Governors University in 2015 and her CGCIO certification in 2016.

She’s been married for 18 years and has 4 kids. She enjoys traveling, when she can, and quiet time, when it’s possible.

Marketing Committee

Tim Nolan, Committee ChairJason Power, Town of Westlake - Committee Chair

Jason is the Director of Information Technology for the Town of Westlake. He has been employed by the Town for 9 years, starting as the first full-time IT employee for the Town of Westlake and Westlake Academy, the largest operating department for the Town and the only municipally owned and operated open enrollment charter school in the State of Texas. The Town and Academy operate with a shared-services model for several departments, including Information Technology. He was promoted to IT Manager in 2011 and IT Director in 2014.

Jason was interested in technology at an early age, but chose to pursue a career in music after receiving a full ride scholarship to Tarleton State University where he received a Bachelor of Arts in Piano Performance. He continued his music studies at TCU on another full ride scholarship and received a Master of Music in Theory and Composition. Jason taught music theory and technology for music for a few years before fully transitioning his career to Information Technology. Prior to the Town of Westlake, Jason held several positions in IT and training in advertising/marketing departments and agencies as well as software sales/support.

Jason completed the Certified Government Chief Information Officer (CGCIO) program from the University of North Carolina in 2016.
Jason has been married for 22 years and has two boys. Music has continued to be a big part of his life, now mostly as a hobby. He plays piano, synths, and organ in local churches as often as he can. He also teaches his boys and other students how to play piano, synth, and organ in youth church bands.

Membership Committee

The Membership Committee shall be concerned with all matters pertaining to the advancement of membership of the Association.

Tim Nolan, Committee ChairTim Nolan, Collin County - Committee Chair

Tim was hired at Collin County as the GIS Administrator in 1992. He established a student internship program in 1994 that still thrives today (GIS and Web interns). In October 2008, he was promoted to Senior Applications Manager. His responsibilities include GIS, but also all applications/integrations, database administration, records management, and web services. He’s played a major role in launching GIS and Scrum at Collin County.

GIS is his first love, but Agile is his new love – professionally speaking, of course. Tim observed early as a senior manager that much of IT revolves around mitigating hardware/software failures, unrealistic vendor needs and user complaints. He often reflected back on the GIS days when maps, research, analysis and visualization were revered as adding quality and it was received with admiration. He has learned, however, that creating a positive culture adds to innovation and success. Solving IT problems and issues are far more rewarding when approached in a positive, constructive manner. The results turn out to be high-quality solutions with user respect and appreciation – just like the good ole days. Tim has served as the President South Central ARC User Group and the TAGITM Membership Chair.

He graduated from the University of North Texas with a Geography degree in 1991. He became a Certified GIS Professional (GISP) in 2004, ITIL v3 certified in 2009 and completed the Certified Government Chief Information Officer (CGCIO) Program in 2013.

Nominations Committee

The Nominations Committee is charged with preparing a ballot of candidates for election to officer positions.

Beth Ann Unger, City of Frisco - Nominations Chair

Beth Ann serves as the Information Services Manager for the City of Frisco. Previously she served as the Information Technology Infrastructure Manager for the City of Arlington. In her seventeen year municipal career, which started in the Town of Trophy Club, Beth Ann has directed numerous departments including IT, Development and Streets/Stormwater. This diverse municipal experience provides her with a unique perspective on technology, our customers and the role of IT as a strategic partner in the enterprise. One of the highlights of her career was serving as the IT project manager for the Cowboy Stadium and Super Bowl Projects from the construction phase of the stadium through the Super Bowl event.

Beth Ann is a 2011 graduate of the University of North Carolina’s Certified Government Chief Information Officer (CGCIO) program. Beth Ann has served TAGITM in various capacities including Education Chairman, Secretary/Treasurer, Vice President, and currently as President.

Industry Advisory Committee

The Industry Advisory Committee is charged with actively promoting quality affiliate participation in the Annual Education Conference and any other special events as appropriate.

Wiliam Pham, The Woodlands Township - Committee Chair

William is the Director of Information Technology for The Woodlands Township. He has been with The Woodlands for 19 years; first as their Network Administrator in 1998, IT Manager in 2007, and IT Director in 2010. He manages a growing department of 19 staff that are responsible for the Network Infrastructure and Radio Communications, Systems Administration, Database Administration, Help Desk, Records and GIS.

 During his tenure with The Woodlands he has grown the IT Department and the town’s IT infrastructure from its infancy. 

William is an avid Skydiver, Golfer, fisherman and Scuba Diver. He is married and has one daughter.

Awards Committee

Sid Hudson, City of Allen – Committee Chair

Sid Hudson is the Chief Information Officer for the City of McKinney, Texas, and has more than 30 years of technology experience ranging from large mainframe systems for bank processing as well as small to mid-size networks. He managed the growth of the network for the City of Allen from one server to more than 150 servers. In July of 2016 he accepted the position in McKinney as a new chapter and challenge to his career. In McKinney his technology team supports all City departments as well as the Public Safety divisions with a team of 40 to include Infrastructure, network Security, Applications Support and Development, Customer Service Desk, Geographic Information Systems and all City Records. Sid has served TAGITM in various capacities including Secretary / Treasurer 2016/17, Chair - Membership Committee, Chair - Conference Committee, Special Events Coordinator, as well as assisting on other committees. Sid will serve as the Vice President for the 2017-2018 year.
